Can Obama run for president again?

Bill Clinton, Barack Obama, and George W. Bush are the only alive ex-presidents in 2020. All of these presidents have already won the elections twice, so they are not eligible for the presidential election anymore. The amendment restricts their right to run for the election. Jimmy Carter and Trump are still eligible for the election.
